Impunity of senior authorities became the main factor hampering institutional reforms in Armenia, head of “Alternative” Research Center, Doctor of Economics Tatul Manaseryan said in Yerevan today.During a video bridge with the Deputy Head of the Analytical Department of the Association of Russian Banks, Sergey Grigoryan, Tatul Manaseryan said that Georgia, unlike Armenia and Russia, managed to build an effective system of governmental management, where people responsible for the reformation of this or that sphere of public life are punished in case of non-fulfillment of their obligations.“Armenia solves this issue only by replacing one official with the other, which doesn’t create necessary stimulus for progress,” Tatul Manaseryan said.Sergey Grigoryan, for his part, said that both countries lack political will in order to really advance reforms.
