Yerevan /Mediamax/. "ArmenTel" Company believes that the issues of joint use of infrastructure## should be solved based on the state policy.

Spokeswoman of “ArmenTel” Anush Begloyan said this, commenting on the request of Mediamax on the stance of the company in the view of the decision on financial sanctions, made last week by the State Commission for Protection of Economic Competition.

Anush Begloyan explained that the service of broadband Hi Line internet, which is provided by the company, has been in the process of elaboration for over half a year, “and it was focused on the market of final users and was not meant for autosourcing by other internet providers - both from the point of view of its technical and business implementation”.

“The investments in the given service, approved by the owners of “ArmenTel” did not provide for additional unplanned investments for its modernization and especially for the reduction of overall profits from the project”, the representative of the company stated, noting that “when the investor makes a decision to invest money in a project, he/she counts on certain rules of the game, based on the rule of the law”.

“The essence of the problem is that we as soon as possible and with the use of force methods try to solve the problem, the solution of which in other countries would take from 2 to 8 years. In the whole world, the decision on choosing this or that option of joint use of the network is made at the level of state policy of the country”, Spokeswoman of “ArmenTel” stated.

“The decision on choosing the way of joint use of the infrastructure can be made not basing on the opinion and the wishes of the operators or the internet providers, but only basing on the state policy, defined by the Ministry of Transport and Communication and on the rules, established by the regulator based on this policy. This is the privilege of the government and the regulator, but by no means of the private companies. The given process cannot be realized in the course of 15 days, as it is recommended; this will take, by the most optimistic forecasts, no less than half a year, since a whole stratum of structural, economic and political problems come out. We propose to put the issue for the solution by the corresponding state bodies and to elaborate a corresponding policy and rules. We are ready to participate in the elaboration of the policy and the rules of its implementation”, Anush Begloyan summed up.
