Realization of the program is meant to take 5-10 years and provides for a “transition from oligarchic economic system to development of small and medium enterprise, which will allow providing for hundreds of thousands workplaces”. The program, in particular, provides for progressive taxation of large enterprises, reduction of tax load on small and medium enterprises, export stimulation, reformation of banks and large CJSCs into OJSCs, stirring up of security market, implementation of definite steps on radical reduction of shadow economy volumes, revision of prices for natural monopoly services. According to ANC Coordinator, the Armenian government will hardly take up realization of “100 Steps”, “which is against oligarchs’ interests”.
