Russians are going to be able to reload cards at the cash register: Promsvyazbank will launch the pilot project in the coming months.

Izvestia reports that other financial orgnizations are considering the perspectives of the project and Visa is discussing with market players how the service of payment card reload at the cash register can be implemented.

Promsvyazbank believes the service will be in demand in remote and small settlements with underdeveloped infrastructure for payment acceptance. It is assumed that the client will need to make a purchase to reload the card.

According to Deloitte representative Maksim Nalyutin, provision of financial services through agents in stores will enable credit organizations to save on offices and ATMs in small settlements. He has added that this approach is convenient for the elders, as it makes it easier for them to get used to cashless payments.

The Bank of Russia has said that the systemic solution will take time, given the existing laws and the wishes of credit organizations. Changes might be required in the bank’s regulations for creation of an effective mechanism.

“The Bank of Russia believes the service of payment card reload at the cash register has high prospects in terms of increasing financial access in remote and scarcely populated regions,” said the bank.



The first store offering cash withdrawal at the cash register in case of purchase via bank card was opened in Moscow in 2018. The new service was called “Cash with your purchase”. Last summer Vice President of the Association of Banks of Russia Alexey Voylukov stated that the largest Russian banks intended to expand the service nationwide in Russia.
