The works on implementation of e-government system in Armenia will be## concluded by 2010, Director of “Nork” information-analytical center under the Ministry of Social Security Hayk Chobanyan stated in an interview to Mediamax. At present, there is work in process on reforming the information systems in the executive bodies – after the realization of inventory it became clear that the existing local systems were formed by an incorrect methodic scheme and that they do not secure simple identification of the citizens. Hayk Chobanyan stressed that the absence of electronic society is the greatest problem on the way of implementation of an e-government system in Armenia. According to statistic data, the computerization of Armenia’s population makes 10%. Head of “Nork” center stated that the main goals of implementation of the e-government system are: synchronization of the work of all executive authority structures, minimization of contact points between citizens and the officials, increase of the quality of governmental services, liberation of the citizens from “paper fuss” by means of securing intensive electronic communication between the executive bodies. Hayk Chobanyan made it clear in an interview to Mediamax that the local network /Intranet/ will allow realizing most part of the “paper procedures”. He stressed that to successfully realize the plans, it is necessary to change the psychological attitude of the society in dealing with documentation and to increase the information of people in the sphere of electronic control. The Director of the center stated that the absence of signature and a stamp causes the distrust of the citizens and informed that the practice of digital signature will be introduced in the e-government system, which will allow fully formalizing any document. Hayk Chobanyan informed that the main instrument for the operation of electronic control system for citizens will be the number of their social cards. The last stage of the works on implementation of the e-government system will be the creation of ID-cards, basing on the existing social cards, which will be fulfilling the function of a passport in the territory of Armenia. Hayk Chobanyan stressed that the developers pay special attention to the multi-level protection of the e-government system. Head of “Nork” Center noted that the system of e-government was successfully implemented in the sphere of social security of Armenia and allowed significantly reducing the expenditures.
